Franklin Delano Howard was born on November 7, 1932 in Blountstown, Florida and died on January 8, 1998 in Tallahassee, Florida. He lived to be 65 years old.

Occupation: Teacher, Assistant Principal, Educator. He was a Air Force Veteran of the Korean War. He was a member of the Florida Association of School Administrators, United States Power Squadron, Charter member of Apalachee Archaeological Society, Apalachee Bay Yacht Club, Florida League of Middle Schools, Leon High School Crew and a Lifetime member of Gulf Coast Community College Foundation. He was a gifted cartoonist, Who made a cartoon for just about every occasion. He loved to doodle cartoons of his colleagues at office meetings. As a life-long sailor he owned many sailboats, some of them he built. He was always teaching even in this the process of building boats. He would teach kids, his or others, to sail after they had a hand in the building of the vessel. These boat building skills were the feature of a article by the Tallahassee Democrat in 1967. He was truly a man of many talents!
